It means unpleasant or contemptible. If you call someone else that word, you are calling them unpleasant. Please, google the word before you start using it and calling other people it.

Can confirm, is a real word. Google defines it as "an unpleasant or contemptible person.", but it has more of an abusive meaning when being used.
